Legal Question in Family Law in California

My brother pays child support plus has the two boys on weekends, and the mother

My brother has two boys, pays her 400 a month plus has them every other weekend, and any time she needs him to have them. My mother also provides daycare for her anytime. They are no longer together due to her cheating, anyways all she does is call him and threaten him about child support and tries to controll him as if she was still with him.She uses the kids against us so she can get her way. What should my brother do? He wants to just do things the wright way so she will get off his back. She calls his work , she calls our home all hours of the night looking for him and uses the kids as an excuse.

is there a court ordered child support agreement in effect? were your brother and this woman married and now divorced?
