My brother pays child support every month deducted from work..... what would happen if he moved to taiwan and marries a taiwanese woman and then gives up his U.S. passport (surrender) to become a taiwan citizen ?

If he stops paying his child support, the State Department can revoke his passport and he will get deported and returned back to the United States.
Alternatively the ex would get a criminal contempt order and have him extradited. In addition she can have the U.S. Court issue letters rogatory to the Taiwan courts, and the Taiwan courts would generally respond by issuing their own orders for enforcement of the child support order under Taiwan law, and then he would be forced to pay under Taiwan law and the money would be sent to the ex, on top of which interest and attorneys fees would have probably increased the debt by dozens of times.
