Legal Question in Family Law in California

My brother who recently died made it known to his daughter, and numerous family members that he had money saved aside for his daughter to buy her a car when she graduated high school. His wife is now pretending she is mailing the check - numerous times and we feel she is pretty much just leading my brother's daughter on. Does my niece have any recourse on collecting this money?

We are sure my brother's wife had the money. She just paid cash for a house with his life insurance money.
