Legal Question in Family Law in California

Need help with my brother

My brother just turn 17years. He just to live with me, until we had an argument and he left the house. he is living at his girlfriend's house. the problem is that the girlsfriend's parents are asking for the custody. He is just 17 and i think the parents are letting him sleep in the same room with the girlfriend. i don know what to do. I have tried to bring him back home but he says that the parents treat him better than me, something that is not true. Is there something i can do?
