Legal Question in Family Law in California

My brother has 3 young children (13 - 11) who live with their maternal grandmother. She moves around alot and is currently living in a motel. Rumor is she is planning on moving out of state with the kids. She has guardianship of these kids. My brother does not have is own place but would like to know what resources are out there for him so he can get his kids back and start to provide them with a stable environment. Emergency housing, welfare, etc, what programs might help.

He should start by calling 211. That is the equivalent of 911 but for social services.
