CA resident looking to divorce CPL

I married a Marine in 2007 (in Las Vegas), we are approaching our 2nd Anniversary this friday. I haven't heard from him in 3 weeks and he has gotten out of the service for the past month. He doesn't return my calls and I can't reach him. He and I only lived together for about 3 months (he was stationed in NC). And I currently live in CA. Can I get an annulment, or a divorce without him and how expensive are my options?

If you have lived in California for 6 months and a county for 90 days you can file a petition for dissolution of marriage. In California it is difficult to qualify for.
