what is the CA statute of limitations for holding noncustodial parent in contempt of court for with holding ability to help pay medical bills

Typically a contempt remedy must be requested within one year from the date from when the order was violated. Keep in mind if this order has been violated continuously over a period of time, you may have some amounts that you cannot pursue in contempt. You should reevaluate whether not a contempt is the most useful solution. Most likely, a return to court on an enforcement order would be much more productive. In that request, the court can order the amount in arrears and how that money should be paid back.
