Which calif. law says a person can be homeless and still have custody of their child?

There isn't one. There's a law that says a person can have custody of their child unless a court orders otherwise for good cause. Whether good cause exists is a case by case decision.

Actually a dependency court would probably find that a person who was homeless could not have custody of their child, at least not until they became stable, with a stable home environment.
