can the california child custody judgement enforced in Qatar?

Qatar is not a signatory to the Hague Convention on child custody and abduction. This means that under the law of Qatar the Qatar legal system is not obligated to honor U.S. or any other country's child custody orders or judgments. It does not absolutely mean that they will not, but it means the U.S. order or judgment has NO BINDING legal effect or enforceability in Qatar. You would have to persuade the Qatar court to issue its own order that says the same thing before you would get any enforcement in Qatar.
