Legal Question in Family Law in California

California Child Support Services

What recourse do I have against California Child Support Services?

I have a child with severe multiple disabilities. The father has neglected to pay child support. He lives in Virginia, and he can afford to pay. California made it a federal case in 2002. However, California Child Support Services did not notify Virginia that it was a federal case. After a grand jury indictment, the fathers lawyer discovered the State of Virginia did not know about the federal case and plea bargained a settlement with the State of Virginia without the feds knowledge. Now the father does not pay support, he knows that the State of Virginia will not prosecute him, and California cannot make it a federal case again, because it is double jeopardy. All of this was done without my knowledge.
