In California family court can an attorney who has filed an official "Substitution of Attorney" with the court to be relieved from a case still do the legal work in secret behind the scenes for the client's case she was relieved from?

Yes. An attorney can switch from full charge attorney of record status to a limited scope representation at any time as long as it is acceptable to the attorney and the client.
