Is there a California law says that 10% per year interest must be paid on Marriage Settlemnt Agreements that have balances that are not paid?

Yes. 10% is due on all unpaid judgments unless the judgment specifies otherwise.

There isn't a law that says the interest is ten percent per year on a settlement agreement. The law, however, provides that a judgment earns interest at 10% per year. Note that by answering in this manner, I am showing you that there is a difference between a settlement agreement and a judgment. If you have a settlement agreement, but have not enforced it by having a judgment entered, you need to do so. If you have a judgment that incorporates a marital settlement agreement, then you do not have a problem, and it is already earning interest.
