In California, is it mandated that both parents (divorced) pay for medical coverage for their child?

No, in fact generally one parent or the other is ordered to provide medical coverage if available through the employer, and then that payment goes into the Dissomaster calculation to reduce that parent's available income for child support calculations. Uninsured medical expenses are subject to a presumption that they are to be paid 50/50, but on an appropriate finding of good cause the court can deviate from that rule too. In addition, a parent who incurs expenses that they are to receive half reimbursement must present the bill to the other parent within 30 days.
