In california does it matter if 1 parent is receiving child suport and alimony but not claiming it as income?

It matters to the IRS and Franchise Tax Board. Child support is not deductable to the payer and not reportable income to the payee. Spousal Support (which I assume is what you mean by "alimony") is a different story. Spousal Support is deductable to the payor and taxable income to the payee.
