California move away

when parent has physical custody and wants to move out of state (Ca to Or) and non custodial parent will not permit, what is the best way to go forward? Can I simply file a motion (even pro per) to have the court allow the move?

Yes you need to file a motion with the court to allow for a hearing on whether it is appropriate for you to move out of state. It can take a while for it to be heard and determined though.
