Legal Question in Family Law in California

Do we have to in California notify the biological father for a step parent adoption if the bio father is MIA has been for 5 years no financial support or contact? Is there a specific form? He left when required by the courts to do drug testing and child parenting classes as well as some other requirements and is evading (took off while on probation and is missing). One of his charges is child endangerment.

The court will require you to make some efforts to locate and notify him. Under these circumstances the efforts would probably be minimal and once satisfied the court should probably allow you to proceed in his absence.
