In California can an unwed mother list a man as the babies father without his consent on the birth certificate?

No. because the person on the birth ceritficate would need to sign a voluntary declaration of paternity. That is a judgment of paternity, so the father would need to be aware of what they were signing before they would allow that fathers name to be listed on the birth certificate.
