In California can the wealthy parents of a 22 year old father be held liable for child support if they are encouraging him to purposly not work to avoid paying? They claim him as a dependent

No. However, the 22yo father can either be ordered to find work, or if he elects to stand on his 13th Amendment right not to be ordered into "involuntary servitude," then he can be ordered to pay based on what he could be making if he worked.
