Legal Question in Family Law in California

CCS can't find Ex

I have been divorce about 6years. My ex husband quit his job and ''disappeared'' about 2 and a half years ago and stopped paying child support. I know that he is living with a relative in Ca. He is now over 40,000. in arrears. I have tried on on the child support finder agencies with no luck. Can there be any legal action taken against the family member that is hiding him?
