Name Change for Adopted Child

I have been with the US Military in South Korea, first employed as a soldier, currently employed as a DOD civilian for the last 20 years. I have not been back to the US in over 14 years. We legally adopted a korean boy 18 years ago (now a US Citizen), and he now wants to change his name before he goes to college in the US. We do not vote or own property so have no State to go to. How can we legally change his name?
