Name change/ birth cert

When i divorced in 1988 i asked the jugde if my kids had to carry the name on their birth cert and he said no you can change it to anything you'd like, so i did, they all attended school,and graduated 12th grade and all their medical and taxes and ss card is in a certain name, which is different from their actual birth cert. My 1st son got to use his name, but the other two children had to use the name on the oringanal birth cert and now the state of texas is upset because they don't have any records and their ss. Cards not in that name and its presenting a problem in keeping their drivers lic. They have always gone by my maiden name since the day i left court. What do i do? Can i apply for a birth cert for them or a name change?
