Legal Question in Family Law in California

I know that if there is a change in the circumstances where my daughter lives, I can go back to court and ask for a change in custody order. I know that it is suppose to be the best interest of my daughter. Now if she is never with her dad on his time, which is on the school days only, he is always working. If he had visitations than he would have to make time for her. My daughter has cried to me on several occasions that she never gets to see her dad, that she has to spend his time with his wife he's always at work out of town for 3 -7 days a week. His wife signs all papers that say to be signed by parent or legal guardian, and she is neither. She doesn't let her call me unless her dad is home. There has even been times when I have went to pick her up and she has had her gone with her daughter and failed to call me and let me know anything. She only does this when my daughter's father is working out of town. She has told me that if she had it her way, she would keep my daughter from me. I told her dad and when he confronted her she denied it of course. So my question is can I go back to court and get a change in custody order? Are these reasons valid enough? I want my daughter to be able to spend time with her dad more than anything she needs her dad. She doesn't need two moms and no dad.
