can a parent legally change their childs name, and what is the process.

That depends on a few things. Is the child a minor? (under 18) If over 18, No. Only the child can do it. If under 18 then the parent, with the child can file a petition for name change in the superior court. It is fairly simple. However both parents need to consent if the child is a minor. You can also change a child's name by doing an adoption but again you will need the consent of the other parent or you will have to terminate the rights of the other parent unless there is no other legal parent.
