Legal Question in Family Law in California

how do I change my name with the ''usage'' method?

In 1991, I changed my name by the ''usage''method. No court appearance or document or cost was required. No official seal on the name change form was necessary. All I did was fill out a ''Declaration of legal name change,''and have my signature notarized. Now, I am running into difficulty with Soc Sec personnel & I am corried about the DMV. Both agencies require ''an original or certified copy'' of a document which has been ''issued by an agency (court) approved to do so.'' Will I have to go to court to change my name, or can I still do it ''the old fashioned way'' - by the usaage method? Should I buy ''nolo's'' new book on how to change your name for $28?
