Changing my son's name

My son will be 18 years old in 10 mos. His birth cert. has the name of a boyfriend of mine at the time he was born. My ex-husband is his natural father. I did not put the natural father's name on the birth cert. Since age 5 my son has used the last name of his natural father, and I have changed the name on his social security card to that of his natural father. My son has had no contact with the man whose name is on his birth certificate for 16 years, and has no contact or relationship with his natural father. He would like to get his drivers license, but will either have to change the social security card back to the name on the birth certificate, or change his name. Neither one of us wants him to ever use the name on the birth certificate, because the person he is named after (he is a Jr.) ended up being a very unsavory character. How do I go about changing his name without parental concent from a father? We have no idea where the man on the birth cert. lives. Also, is there a way to either have the birth cert. corrected to the natural father, or have the father removed altogether? I do not have a lot of money, so I need to know a way to do this for him that is affordable. Thank you.

I dont believe he need fathers consent if he waits until he is 18
