how do you go about filing papers on a parent who won't see his child unless the mom stops her case with child support services?Are there laws for this?

You can't make him visit his child, but you can report the lack of visitation with the child. Explain to the court that he has refused to visit because of the child support case. This will result in a significant increase in the amount of child support he has to pay. Rather than insist that he visit, thank him for not visiting as this will significantly increase the amount of child support.
