Child custody

Father, mother, and daughter live in Mexico border town. Couple married in US. Father and daugher US citizens, mother not. Mother wants divorce, father says he will take child to US and mother will not see child again. What rights does mother have from a US perspective? What should she do to protect her custoday with child?

Your parental rights should not be different because you are not a citizen of the US. The answer also depends upon which side of the border you and the father live.
