if i have joint custody did i have to go to the other state to file changers agait the other parent

Generally, if you have an attorney you would not need to travel, but could appear telephonically, or simply by declaration. That depends on the county where the order is filed. If the County is San Diego I would be happy to talk to you, otherwise talk to an attorney in the county where the order is currently filed or the county where the children live. If you are asking about which state has jurisdiction, the most likely answer is the state where custody was decided. If no one lives there (neither parent and not the child) then it would be the state where the child resides - at least that is the way it is under Kentucky law and most states.
