You need to get court orders. You can't do anything about it without court orders, but evidence the situation by emailing dad, sending him a letter, making a phone call and keeping the bill to help prove you talked to him for 10 minutes about it, etc. A parent who denies the other custody is a factor for the judge to consider in awarding custody, and dad may be penalized by the judge for his bad behavior by losing custody to you, having him on a restrictive visitation schedule, etc.
