Regarding child custody, if the parent that has physical custody takes the child out of state on the non custodial parent's weekend without the consent of the noncustodial parent or the noncustodial parent told the other parent the child could not go, is that considered kidnapping?

No. Whether it was a violation of the custody order or not depends on the order, but it is a rare custody order that prohibits out of state travel without the other parent's consent.
