how do I keep my new wife from taking our child out of state

You need a restraining order to stop your wife from removing your child from the state. You don't say if her purpose in leaving the state is for a vacation or short visit or to permanently leave. It matters. If you were to file for a dissolution of your marriage, you get an automatic restraining order. If you do not want to disolve your marriage (divorce), you would need a good reason why you want to keep the child in the state.
