There is a couple things to do. One is to hire a private investigator or do the investigation yourself. Talk to neighbors, relatives, etc. The other thing you can do is to hire an attorney and have a subpoena issued to the Unemployment Office. If she has worked for the same employer for over three months in California and she is not paid under the table, the employer reports her wages to the state.
