Can a child file for his support from the parent when he reaches 18 years old?

No, that child is an adult and is therefore responsible for supporting them self.

Not in California. In California support ends when a person turns 18 and is no longer a full time high school student, or turns 19 no matter what student status. In some states support can be ordered beyond 18 for full-time students.
