Legal Question in Family Law in California

my child is 9 and has lived with me her whole life. Her grandma had her for a visit and took her to her biological fathers in oklahoma without permission from me and they wont return her or let her talk with me. I have not ever filed for custody because her biological father had never been around since 6 months old. I am told they have been plotting this for weeks and that they already filed for custody in oklahoma where she has never lived with people she doesn't really know. Can they get custody? what can I do? I am going to file custody papers tomorrow morning with my local courts where she has lived with me her whole life.
