My Child Was Molestedwhile In CPS Custody

Hello,

My Four Year Old Daughter was Sexually Molested, While in the Care of Child Protective Services & Foster Care Agency. My Question is can I File a Lawsuit on her behalf, for failure to protect ? If so how ,and were do I file this case ? Please Help ASAP !
