I should re-answer this question. The person who asked it emailed me and I found out that I didn't read it correctly. However, my answer still "almost" stands.

There are very rare cases where a judge might reduce arrearages, but VERY rare cases, such as if you were under some kind of disability, or in jail, or something like that. There's a two-pronged test.
