Legal Question in Family Law in California

If child support is calculated by where the children live (California), then if they move to Oklahoma shouldn't the child support be lowered? That thing doesn't even let her kids see or speak to their father but expects money.

Actually the support is not in any way based on the cost of living, only each spouse's income, less certain deductions allowed by law, and the amount of time the children spend with each parent. It is possible the move to Oaklahoma was illegal if the mother did not obtain the California courts' permission. Without any details about what orders were in place before the move, however, there's no way for me to say.
