Legal Question in Family Law in California

child support collection from employer

my child support has been taken out of my checks for over two years now. I went to get my driver's license renewed and found out that the support agency on Hawaii has froze my ability to renew my license. when I called the agency they said they havent recieved payment all year. even though it has been subtracted from my wages for over two years. the agency said it was MY responsability to stay on top of my employers and they won't release the hold on my account until they get payment. what are the legal matter concerning this. I truly need some help here. Plus, I havent seen nor heard from my child or ex wife for over two years (they are in California, but I don't know where, I can't find them and have no phone number to reatch them at) thanking you in advance for any help. mahalo.
