Legal Question in Family Law in California

Child support

Father has 1 child, mothers visits are 37%. Mother has 1 child, fathers visits 28% but mother keeps other child away from father. Father is paying child support will the judge decided child support amount by court papers (28%) or by the time the father gets to see his child probably 5%? They are going back to court for child support ther was a change change in custody.
