Child Support Garnishment In Violation of State and Federal Law

My husband's salary has been garnished by Butte County, California, for child support in an amount totaling 75% of his gross salary. This is clearly illegal by California, Colorado and Federal law regarding garnishment in child support cases. Butte County is refusing to move to change the garnishment, which leaves my husband $40 a week takehome after taxes and the garnishment. Obviously we can't afford an attorney, and I'd like to take the matter up with state and federal authorities. Who do I contact?
