Legal Question in Family Law in California

child support order

I have had custody of my 14 year old grandson for over 4 years. I removed him from foster care in California placed by the mother, the custodial parent. The father (my son) no any other relative was consulted prior to placement. Does my son have recourse with California haveing been denied his parental rights? The mother still has child support order and San Diego County will not talk to me. What can be done?

Thank you very much.
