child support

Can child support be paid in 1 lump sum. If both parties agree. And become paid in full & can not go back at a later date for more. Or be reinstated?

What you are suggesting would probably be interpreted as bargaining away the child's right to child support. That cannot be done in California. You might be able to set up a trust account that would automatically pay the child support monthly. This would not prevent an increase in child support. Also the ability to make a large lump sum payment could be interpreted as the ability to pay a higher support. Consult with an attorney.
