Child Support payments

My son has been paying half of his wages on child support. Suddenly the state seized his bank account for the entire balance due. When asked why, he was told that the state is not receiveing payments deducted from his wages, but the county is receiving them. They show no state payments. Where is the money going and how can state and county both extract wages for support.

He needs to file a motion for an accounting with the court that made the support order and then get a copy of his check stubs to show how much he owes on child support.
