Child Support Services Scam

My self and others are experiencing interest and receipt of payment scams by San Mateo County Child support services. We would like to know if it is possible to file Class Action Suit against them in addition to the State of California? It's absolutely horrible what they are doing and getting away with because the courts allow it.
