Child Support

My sons dad agreed to pay $500 a month to me for child support, and this agreement is written and signed by him in our custody paperwork that was filed over 5 years ago. Everything was fine until he moved to another state and claims he now only grosses 1200 a month, which is half of what his income used to be, and can't afford the $500 now. On top of this I have not received anything for Nov. but they claim they mailed is 3 days ago express overnight mail and I still don't have it. Now I am half way through Dec. and I haven't received anything for Dec. yet either. I need to know how much he should be paying me and when he should be paying me and what the money can legally be used for. I make 500 a month from my seasonal job, my rent is 300, and I have a car that I am supposed to make payments on and insurance for the car I am supposed to have too. I don't have enough to pay all this alone. He said he would give me $250 which is half the amount I was getting which puts me in an incredible bind now. Help me please.

Do you have a support ORDER? If he signed an agreement, it is basically worthless unless it was also signed by the court as an order. If you have a signed order, then he must pay as ordered until it is changed. You might want to get DCSS involved in your case, it's free.
