Child Support and New Spouse

I have heard differing opinions and am seeking clarity. Under what conditions does a subsequent spouse's income become included in a child support payment order?

Under normal circumstances, a new spouse's income is only considered in relation to tax consequences of the additional income. Sometimes a Judge will also consider it if a party is under-employed or supressing his or her income earning ability.
