child support/spousal support

when mom pays child support and dad pays spousal support:

child support is 1000, spousal is 950.00, so mom owes 50 dollars per month...

dad isn't paying the spousal because he refuses, mom is getting garnished for child support, how can mom get her spousal or can she somehow deduct the child support from it?

She could file an OSC contempt for the failure to pay spousal support, and obtain a wage assignment for the payment of the spousal support. However, if the amount being taken from her wages is only $50 then she really has no complaint.
