Child Visitation for Out of State Parent
As the primary custodial parent, do I have to pay to have the children returned-their father just moved to Ohio 7 months ago and once a date of return is established,if not returned on the date, what recourse is there?

You question is confusing. First father moved out of the state of California. You should not allow the children go to Ohio until there is a court order for the return of the children, and it is determined who will pay for transportation. Ask that he pay transportation both ways. You should receive a round trip ticket for each child before they leave. If you have to provide transportation one way, provide that the parent receiving the children pays the costs of transportation.
