childnapping

it two parents were never married but the chil resides with the father and have neither one has custody, can the father move out of state with the child with out telling the mother?

Removing the child from the state of California may have been a criminal act. Mother should immediately go to court and file a petition to establish paternity, and file an OSC with a temporary order giving her full custody, and an order that he immediately return the child to California. Retaining an attorney to assist you will make it much easier for you to get the required orders.
