Legal Question in Family Law in California

My child's father moved out of state before I could get someone to serve him his papers because I would like sole legal and physical custody over our son. My mother has mailed these papers on two different occasions the second time being he had to sign for them but he refuses to cooperate and sign and send the one document I need back to me stating that he received the documents. He has now moved and I cannot get in contact with him. I was going to have someone from the Sheriff's department in his county (Harrison or Haris county I believe in Houston, Texas) but he recently moved from that location. How can I proceed with this case? Please help!!!

Find and hire a good process server or private investigator to locate him and properly serve the papers.
